    Windows Update always fails on FIRST_BOOT phase - 0xC1900101 - 0x30017


    I've been unable to update Windows for so long now (I'm still on build 1709), and I'm stumped as to how to try and fix it.

    So far I've already tried:

    • Installing from the ISO
    • Clean booting (disabled all non-windows services on boot)
    • Unplugging all peripherals except for the monitor while installing
    • Manually rebooting when the soft reboot happens
    • Running sfc /scannow and chkdsk (drives are fine)
    • Deleting the SoftwareDistribution folder
    • Updating my hardware drivers

    I'm at a total loss. The only thing I haven't tried is a Fresh Start, but that will apparently uninstall so many programs that I can't really be bothered with it, especially if it'll just fail again.

    My copy of Win10 is installed to an SSD if that means anything

    Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB4088889) and Feature update to Windows 10, version 1709

    DiskCryptor is not installed.

    I tried the ISO install step listed above, and I've received the following error message:

    "We couldn't install Windows 10

    We've set your PC back to the way it was before you started installing Windows 10.

    0xC1900101 - 0x30017

    The installation failed in the FIRST_BOOT phase with an error during BOOT operation."

    I've started reading this thread on this error:

    ERROR 0xC1900101 - 0x30017 !!!!!!!

    I'm running out of time to get this installed by April 10th before Microsoft support is eliminated.

    Any other suggestions?
