Windows 10: Windows Update Assistant Error Code 0x80070005

The error comes up after the download of the 1903 update is complete/verified and the installation begins. I'm currently at version 1511

I know this gets asked a lot, but I have tried every single solution I could find on this forum to no avail, including the Subinacl one which just says Done 2, Modified 0, Failed 2. So I'm pretty sure this permissions issue runs much deeper than I initially thought, as I remember facing a similar issue with permissions when trying to install any .msi

My account is an administrator account, gave "full control" access for AppData to "Everyone," checked that TrustedInstall is the owner of system32... etc none of that has worked.

Trying to download windows 10 to a media device (USB) for installation on another PC and keep getting this error. Am wondering if I should be following the steps suggested for error code: 0x80070005-0xA0019 ?

Any assistance would be greatly appreciated.
