Windows 10: Windows update fail Error 0x80070015

I have tried multiple fixes to get my Windows 10 to update. Keep receiving error message stating

"You're currently running a version of Windows that's nearing the end of support. We recommend you update to the most recent version of Windows 10 now to get the latest features and security improvements"

I have tried many fixes, none with any luck. One thing I did notice was when I attempted to "Rename CBS.Log file", there was no file listed. I don't know if there's a deeper problem there but that might be a clue.

Any recommendations anyone has are very appreciated. The system hasn't ran correctly for months now. Very slow and jerky computer action, with pages taking forever to load and pages randomly shutting down or stop processing. I just ran another Malware scan to doublecheck and there were no problems found.

Windows Update fails with Error 0x80070015

Delivery Optimization is off and those registry keys don't exist.
I downloaded Windows Repair 2018 from tweaking.com. I'm not sure I have the right tool.
Item #17 is Repair CD/DVD missing/not working.
Item #26 is Set Windows Services to default Startup.
Were those item numbers the exact items you want me to run or just random numbers off the top of your head? Also, does that need to run in safe mode as the program tells you when it starts up?
The Windows Update MiniTool failed to install updates with the same error. (0x80070015)
There was a different error listed on the overall updated Failed list. 0x80240022)
