Windows 10: Windows update fails with either: Install error - 0x800706be" or "Install error - 0x800706ba"

I'm running Windows 10 Pro, 1903


The error depends on the update trying to be applied.

For example:

KB4497165 fails with; 0x800706ba

KB4556799 fails with: 0x800706be


I tried downloading the updates directly from the windows update catalog

e.g. https://www.catalog.update.microsoft.com/Search.aspx?q=KB4497165


But those installations failed to installed without giving a reason.


Running the windows update trobleshooter results in:

"A problem prevented the troubleshooter from starting"

Is there a troubleshooter troubleshooter? meta-troubleshooter


Trying to update to 1909 also fails via Windows Update

Downloading the update program directly and trying to run it: C:\Windows10Upgrade\Windows10UpgraderApp.exe

looks like its working until 90+% and then it stalls.


I let it sit for a over 48 hours before powering off, at which point my old installation was restored.


I recently tried to update the video driver and it failed, leaving me with no accelerated video.

I was able to fix this problem by doing a System Restore to a week ago. video driver install fail -- the other problems persist


sfc /scannow or /verify completes with:

Windows Resource Protection found corrupt files but was unable to fix some of them.

For online repairs, details are included in the CBS log file located at

windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. For offline

repairs, details are included in the log file provided by the /OFFLOGFILE flag.


As far as I can tell, the output of CBS.log is clean no [SR] lines show any errors


If I run:

dism /Online /Cleanup-Image /CheckHealth

dism /Online /Cleanup-Image /ScanHealth
dism /Online /Cleanup-Image /RestoreHealth


None of them show any problems.


Possibly related: I cannot run the system management console anymore for example device manager, event viewer
I get a dialog stating that:
This app has been blocked your your protection.
An administrator has blocked you from running this app.
For more information contact the administrator.

I am the administrator -- I made no such change.
I can get around the problem by either running mmc from an admin command prompt, or other similar.
None of my other Windows computers in my house have this restriction.
I suppose I could give in and reinstall windows -- I'd rather not, it'll take days to reinstall all the software and find all the drivers.

The event log goes back 10 years -- maybe it's time to reinstall?


Once I can run the event viewer, I see that there are repeated notifications that the "Cryptographic Services service" has terminated unexpectedly" along with the number of times it did so: e.g. 88 times

and i cannot run service.msc it gives me mmc.exe error

 

Windows Updates failed to instal

I just did step one and they have just all installed.... thank you so much.... it was quite frustrating having that update window pop up every 5 minutes and failing to instal every time
