Windows 10: Windows update failure: Feature update to Windows 10, version 1903 - Error 0x80070005

For a long time now, more than a year, Windows update has been failing to get the machine to version 1903. Here is what I have done:


Antivirus and firewall are both via Windows Defender

Windows Update Troubleshooter

dsim stuff

sfc stuff

Tried media creation tool - fails for a different reason, says it cannot tell if the PC has space it does have space

Made sure only one partition is active

Recovery partition has plenty of free space


Here is the setupaerr.log file from the Panther subdirectory. Could provide setupact.log if there was a way to attach files.
