Windows 10: Windows Update (KB4483232 and KB4480978) fails with error 0x800f081f

I recently purchased a new PC. While running Windows Update, I have had repeated failures with the following updates. The error message is always 0x800f081f

January 8, 2019—KB4480978 (OS Build 16299.904)
Applies to: Windows 10, version 1709

December 19, 2018—KB4483232 (OS Build 16299.847)
Applies to: Windows 10, version 1709

Refurb laptop fails to update KB4483232 with Error 0x800f081f

I have a laptop which won't charge its battery.

First I deleted battery system drivers under device manager, removed power sources, reattached and rebooted--USELESS

THen I updated the bios, it wasn't much out of date, and there was no mention of this problem in the notes, but I did-- USELESS

I installed .NetFramework 3.5... (along with lower standards)--USELESS.

This a refurbished laptop, made by HP, with a HUGE "Microsoft Authorized Refurbished" label on the box, yet it can't install a Windows Update, RIGHT OUT OF THE BOX. Even after I manually added the old dotNet framework 3.5(and old stuff) successfully.

Microsoft, you suck!

...after trying to fix this mess following guidance of ignorant people, fumbling and stumbling to keep their machines up to date.

Microsoft... WTF?

There are 2 problems: Newegg is a mess shipping out machines with defective parts, like this laptop's battery. The other, Microsoft...your software is not resilient enough to install or contend with messed up builds, your authorized vendors burp up. MS has
a long tradition of NOT providing useful error messages. Some traditions MUST DIE!

anyway, what must I do to get this essential update installed?

If you receive Windows Update error 0x800f081f, it means that Windows Update cannot determine the cryptographic service provider, or a file that Windows Update requires (named catalog store) is corrupted.
To resolve this problem, follow these steps:
Step 1: Use System File Checker to repair damaged Windows files
Use the System File Checker tool to repair damaged Windows files, and then run Windows Update again. To do this, follow these steps:

• Open an elevated command prompt.
• Run the following command:
  sfc /scannow
• Try to install update again.

Step 2: Run the DISM tool
If the problem continues, use the Deployment Image Servicing and Management (DISM) tool to fix Windows corruption errors. To do this, follow these steps:

• Run the following command: DISM.exe /Online /Cleanup-image /Restorehealth.

Important When you use the /online option, DISM uses Windows Update to provide the files that are required to fix corruptions. However, if Windows Update service is broken, don’t use the /online option. Instead, use a running Windows installation as the repair source, or use a Windows side-by-side folder from a network share or from a removable media, such as the Windows DVD, as the source of the files. To do this, run the following command instead:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:\RepairSource\Windows /LimitAccess
Note Replace the C:\RepairSource\Windows placeholder with the location of your repair source. For more information about using the DISM tool to repair Windows, reference Repair a Windows Image.
