  1. Windows Update KB4512941 stopped my "Search" function

Search won't work after update KS4512941. The first three technicians failed to fix the problem and ended up making so many things wrong that I had to restore the computer back to before the updates. I was sent to a level 2 technician and had to wait 4 days for his call back. I spent all day on the phone with him and the computer was so messed up the next morning, I couldn't do anything. He uninstalled a bunch of programs and installed programs I told him I didn't want on the computer. He was supposed to call back today and I spent all afternoon waiting for his call. So I called back again and have been on the phone for over an hour on hold after being told a level 2 tech would be right with me to get a referral to a level 3 technician. I just want this fixed! Running the updates over and over produce the same results! Search still will not work! I think I am on a permanent hold. I have an article that tells about the problem and the fix but I don't understand it! This now is my 6th day talking to Microsoft. If they don't have a fix, please tell me how to stop any further updates.

    :)

Windows Search Error Win10 update (KB4512941)

From what I got as feedback KB4512941 seems to disable the GPOs. Beside to the other article linked above, I've created another blog post.

Windows 10 V1903: High CPU load from
Cortana, Search broken, blame August 2019 Updates

I've mentioned some workarounds within my blog post. I will escalate this thread to Microsoft's moderators - hopefully they forward it to the developers. We have at least now 3 known issue:

    1. Windows Desktop search won't work, if Bing-Search is disabled.
    2. The Search GPOs are now non functional (as reported above)
    3. Cortana causes a high CPU load (100 % on one core)

  3. Cumulative Update KB4512941 Windows 10 v1903 build 18362.329 - Aug. 30 Win Update

The way I finally overcame this snafu about KB4512941 with error 0x800f081f was by doing a repair install using UUPDump .iso for this build. I didn't try to reinstall .NetFramework 3.5 and some other steps suggested in articles found around the web. I considered that to be too much downtime for me.

Now everything seems to be working fine:

Windows 10 Search bar bugged after KB4512941 update

In addition to the previous poster - I've described the bug and workarounds since the update was released to Insider Previews.

    Windows 10 V1903: Updates KB4512941 and KB4515530

Windows 10 V1903 Update KB4512941: Workaround for the Cortana high CPU load issue

Windows 10 V1903: High CPU load from Cortana, Search broken, blame August 2019 Updates

But the best solution, if you don't depend on that update: Uninstall kb4512941 and avoid a reinstall (the update is optional, so no
    autoinstall is force).

BTW: I've escalated the bug to Microsoft moderators and asked to forward it to the developers.
