    This has been an infuriating issue. I have a custom-built PC with 16 GB RAM, Intel Core i7-3770K.

    Currently, it has Microsoft Windows 10 Pro Version 10.0.19041 Build 19041.


    Recently, my computer started lagging and stuttering. By this I mean my entire computer would just freeze every 5-10 seconds or so for about half a second to 1 second. It affected the cursor, loading wheels, programs, displays, typing, etc.


    I was able to remove this issue by performing a full repair install of the Windows OS. Then today, I installed update KB4576478 Sept 08 2020, and the problem came back. I went into the update history and uninstalled this most recent update, and now the problem is gone.


    The problem persists when I boot with no startup programs, so I do not think a background program is causing it. It is *possible* it is related to my NVIDIA drivers, but it seems unlikely.


    It is infuriating to try to use a computer where EVERYTHING freezes and then jumps to "catch up" inevitably causing the cursor to overshoot. To the best of my ability, I have narrowed down the problem to this update. Please help, as I do not think I need to drop another $1000+ on a new PC just to run Windows.
