Windows 10: windows update problem 0x80073701

When I try to install 2020-01 Cumulative Update for Windows 10 Version 1909 for x64-based Systems KB4528760 and 2020-01 Cumulative Update for Windows 10 Version 1909 for x64-based Systems KB4530684 ,I got error code 0x80073701. I try to run sfc and dism,but doesn't work.I downloaded and installed this update manually but it still shows failed.please help and support me. how to solve this problemthanks!

cant update windows 10 due to Error 0x80073701, cant seem to fix it my self. any suggestions beyond running the 2 administrator files recommended by Microsoft that did nothing?
