Windows 10: Windows Updates and Error Codes 0x80070015 and 0x80240034

My computer build is 10.0. 17134 version 1803. My computer will not auto-update and initially starts to download the update then gives an error of 0x80070015 and then in the update history it shows an error of 0x80240034. With Microsoft remote control we have been through 3 ISO reinstalls and the error persists. In the windows error reporting, there are thousands of error logs saying "not available". I started looking at the size of the windows directory and it is 16 GB and wondering if somewhere there is so much garbage or so many directories that no more can be created. There is 51 GB still available on my C drive where all this resides.
