    Let me start out and say this could be a Epson Driver issues too. It took a back rev of Windows version to resolve this issue.



    We had one User on latest update of Windows 10 Pro on a Dell Latitude 7380. She noticed that she was unable to print days after these updates. She contacted us and we found that the Print Spooler Service was not running. When attempting to restart it prompted us an error of 1068 Dependency service or group failed to start. We followed every 1068 error on every community page on the web. Still not able to restart the service and same error.



    We got the latest Dell Drivers for all the hardware, firmware, and BIOS. Even got the latest Epson L3060 drivers too, nothing seemed to work. So we finally opted to back revision windows. Upon reboot we checked the services and the Print Spooler was running and she was able to print.

    Cumulative Update KB4507453 Windows 10 v1903 build 18362.239 - July 9 Win Update


    It installed everything in one go...first the new SSU KB4509096, then the KB4507453 (OS Build 18362.239).
    No Flash update.
