Windows 10: Windows VPN doesn't connect, error 1931. Wireshark shows no connection attempts.

I have multiple Windows 10 Pro 22H2 domain clients running a similar image. They are all configured via the built-in VPN client to connect with IPSec using user certificates for authentication. The VPN settings were configured/deployed using the same script on all devices, and the certificates were all issued by the same trusted CA and the same template. 4 of these clients connect without issue. 2 of them however failed to connect. It'll consistently appear to be trying to connect, before eventually erroring out saying that the "Context has expired", and application logs show the rasclient see

VPN connection issue

I have created a vpn connection but when i try to connect it doesn`t work this option jups to the create a vpn connection window

the vpn connection icon is still grey

Hi,

I have a VPN connection type IKEv2. This connection was working without any problem for a long time.

Now it's not working any more and I have and event viewer this error:

CoId={9F462888-8B6A-4064-A54A-7FD7D1EAB9F9}: The user SYSTEM dialed a connection named XYZ which has failed. The error code returned on failure is 1931.

What this code means?
