Windows 10: Windows wont boot/automatic repair loop

I haven't used my PC in about a week and I go to boot up as usual today but it goes straight to "Preparing Automatic Repair" and "Diagnosing Your PC" then it cuts to black and shows the blue screen saying that Automatic repair failed and I have the options to "Restart" or "Advanced Options". I restart 3 times, nothing changes. I then went into my BIOS to check to see if my hard drives were all being detected, and they were. I then go to advanced options and try to boot into safe mode, that doesn't work either. I then try the "Uninstall Updates" option and that doesn't work either. I then look

Use Check Disk Utility

Fix Boot and Rebuild BCD via Command Prompt

Restore Windows Registry

Delete the Problematic File

Disable Automatic Startup Repair

Check Device Partition and OsdevicePartition

Perform Refresh or Reset Your PC
