Windows 10: Windows won't let me reset my computer

I recently inherited a Dell Inspiron 5000 with Windows 10 installed, the computer has always been problematic so I tried to do a clean boot and follow a Youtube video on it. After that, I restarted the computer, I couldn't access wifi, sound, and pretty much anything on the computer. So then I decided to just factory reset it, everything was going well up until now where I'm in a never-ending sequence of the same page popping up, where it asks me to input my language settings. Then when I click next it takes me to a page where it says "Why did my PC restart" and it explains that there was a problem and I have to 1. Make sure its plugged in 2. Connect to Wi-fi via computer 3. Connect to wi-fi via ethernet 4. Click Next. Now I have the computer connected through ethernet and plugged in and I am still not able to break the sequence. I even tried different boot options but it takes me to the same page.

Maybe I Install a Windows 7 again, At least, all of my games run smoothly ...Sadness!!

Volume Mute Light won´t change color


Which steps did you perform? Was this from a clean boot?
Open administrative command prompt and type or copy and paste this command: shutdown /r /o /f /t 00
It will boot to the recovery options or windows advanced troubleshooting menu.
Click troubleshooting and click reset this computer. You will be saving files. Applications and programs will be removed. Windows will be reinstalled.
Enter your windows logon password.
You will see getting things ready with rotating dots.
Click resetting this PC.
It will then display the HP logo with resetting this PC with rotating dots and a percentage.

 

Lumia 830 main camera won`t start

After windows 10 update my lumia 830 camera won`t start . It says Camera won`t start . I tried other camera apps but camera still not work . Front camera working plz help me . I did hard reset , soft reset , downgraded to 8.1 but problem still persist
