    Unfortunately, I've googled and searched reddit, finding many stories similar or identical to mine spanning the past 4+ years, but not a solution that works for me. I'll try to be thorough describing my issue and what I've tried.

    After using GamePass to download and play titles for a month or more, I suddenly have been unable to download almost any new software (some random exceptions), and many titles in my library now do nothing when I click launch or play. Trying much smaller apps from the M.Store, they chug for about 5-10min to prepare/authenticate/download <10mb services. When I try to download a game, it reads "preparing" for a minute or more, then fails with error 0x80070422. This is apparently related to Windows Update. I have been able to get large and small updates before and since this problem started. Also, I have a shoddy little laptop I was able to test with GamePass; and while it can't run much, it downloaded and played a few titles without issue.


    Insofar as my attempts:

    - All Windows Updates are currently installed.

    - No VPN or 3rd party antivirus is active.

    - I have run the troubleshooter for:

    • Windows Update
    • Microsoft Store apps
    • Network Adapter

    - I tried unchecking all limiters under Delivery Optimization and tried keeping some checked with maximum caps.

    - I cleared the cache (reset) and uninstalled/reinstalled Xbox (Beta) and the Store app through the settings menus and separately via cmd/powershell.

    - I disabled IPv6 on any available network connection.

    - In the admin powershell/cmd, I have tried:

    • "sfc /scannow" (nothing found)
    • rebuilding Windows\SoftwareDistribution using "net stop wuauserv" etc
    • Tried instructions to make a batch that read:



    auto sc config bits start= auto sc config DcomLaunch start= auto net stop wuauserv net start wuauserv net stop bits net start bits net start DcomLaunch

    - Used Services.msc to check that none were disabled or were running as necessary:

    • Network Connections
    • Network List Service
    • Windows Update
    • Background Intelligent Transfer Service
    • BitLocker Drive Encryption Service
    • Windows Defender
    • DCOM Server Process Launcher

    - Tried signing out, restarting, and signing in for the Microsoft Store.

    - Tried a clean boot, with only Microsoft services running.

    - I have tried saving to different drives, each checked for errors.

    - I have tried logging into my PC with a Microsoft account and as a local user.


    A recent download from the M.Store failed with error 0x8007139f, which I had yet to see. For that, I found this regedit suggestion that describes removing entries under HKEY_LOCAL_MACHINE > Software > Microsoft> Windows NT > CurrentVersion > Image File Execution Options. It says to delete any entries for MSASCui.exe, MpCmdRun.exe or MsMpEng.exe. I do have an entry for MSMpEng.exe, but I don't know if it's a conflicting entry. With everything else having failed so far, I'm apprehensive about adjusting the registry.

    I think that's every method I've tried. I'm only so-so with PCs, sadly. Sorry for the wall of text, but I wanted to be thorough if asking for help. Especially when I see so many users asking questions similar to mine with many unresolved. Thank you for reading and thank you for any help.

    Usually, Error 0x80070422 occurs when downloading applications from the
    Windows Store because Windows Update Services is disabled. To troubleshoot this issue, we recommend following these steps:

    • Press Windows + R to open Run.
    • Type services.msc and press Enter.
    • Scroll down to find Windows Update, right-click it, and select
      Properties.
    • Change the Startup type to Manual.
    • Save changes, restart your PC, and check if your issue has been fixed.
