Won't Enter Sleep - legacy kernel caller

I built a new PC about two months ago, and up until last week, It went to sleep on its own, of manually via power options. The monitor goes to idle, but immediately comes back to login screen, and PC never enters sleep.
I've done a number of searches, and most of these errors seem to suggest driver issues. Other than install Logitech software for my joystick, I haven't added anything new to my system, or updated any of its drivers.

When I run "powercfg -requests" I got Audio stream from Realtek, but after close my browser that would disappear. Now I still get "PERFBOOST: [DRIVER] Legacy Kernel Caller "

I've run Powercfg -requestsoverride Driver "Legacy Kernel Caller" System, but it does nothing, kernel caller still remains.
Last night after running "powercfg -requests", it actually was showing nothing running at all, yet the darn thing still won't enter sleep.

    Sys Specs:

    i7-6700K Quad-Core - 4.0GHz BX80662I76700K
    Gigabyte GA-Z170X-UD5 TH - socket 1151
On-board Realtek ALC1150 High Definition 8 channel Audio
    G.SKILL TridentZ Series 32GB DDR4 3200 Model F4-3200C14D-32GTZSW
MSI GeForce GTX 980 Ti Gaming 6G
    SSD - Samsung M2 EVO 850 500GB port 0
    Corsair HX850i Power Supply
    Win 10 Pro 64bit

Windows 10 won't sleep: "Legacy Kernel Caller" in PERFBOOST section of "powercfg -requests" at fault?

Today, my Windows 10 just won't go to sleep.

    Running "powercfg -requests" shows:

    DISPLAY:

    None.

    SYSTEM:

    None.

    AWAYMODE:

    None.

    EXECUTION:

    None.

    PERFBOOST:

    [DRIVER] Legacy Kernel Caller

    Power Manager

    ACTIVELOCKSCREEN:

    None.

I can (and did, to no avail) add "Legacy Kernel Caller" to "powercfg /requestsoverride Driver "Legacy Kernel Caller" system", but it's not in a SYSTEM section, it's in PERFBOOST, and "powercfg /requestsoverride" has no option to
ban a request from there. I found that "powercfg /requestsoverride" actually just manages the "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power\PowerRequestOverride" registry branch, and tried adding some more extensive bitmasks (0xff, why not?),
but I only managed to override DISPLAY, SYSTEM, AWAYMODE and EXECUTION - nothing on PERFBOOST.

Of course no USB devices are allowed to wake the system up anymore ("powercfg -devicequery wake_armed" is empty), the power plan option allowing timers to wake the system is off.

How do I get it to sleep again?

Then proceed with the steps I gave you.

In nine years over countless cases I've never seen one of the steps to Troubleshoot sleep included in the links resolve the problem.

I found this post below, and it fix my problem for two nights, then it came back, so I will run it again. When I ran the power trouble shooter, it said I had setup time period too long. I always have it set a 1 hour, and has always worked. Win 10 seems to have a lot of little glitches.

This issue may arise due to the corruptions in power settings or due to driver conflicts. We will assist you to resolve the issue.
As an initial troubleshooting step, run the Power troubleshooter and check if it helps.
Follow these steps to run Power troubleshooter:
    1. Type troubleshooting in the search bar. (Didn't work for me, just type troubleshooting in Windows Settings Search)
    2. Select Troubleshooting.
    3. Select View all on the top left corner.
    4. Click on Power.
    5. Follow the on-screen instructions to run the troubleshooter.
    6. Check if issue persists.
If the issue still persists, I suggest you to try various plans set in computer or create a new power plan.

I think this problem may be related with the power plan settings. I cannot change my power plan settings to anything but High Performance. When I switch it to another plan or create a new one, it automatically switch to High Performance.
So I reset the power plan settings using this command: powercfg -restoredefaultschemes
It worked and I can switch my power plan. But after a restart, it switch to High Performance again and the problem still exist.

My problems all started after the last windows update, before it, my system went to sleep on its own, or could be done manually. Win 10 seems to have a lot of little bugs in it, and they don't always effect everyone's system.

And suddenly, everything worked again. Then after a restart, the problem return.

Last night I tried to manually put my to sleep twice, but it failed, a little while later it went to sleep on its own.

This command will show if something is running that immediately (shortly thereafter) wakes the PC...
    powercfg -requests

This command will show if something is running that is preventing it from going to sleep...
    powercfg -energy
