Windows 10: Word Multi-level lists automatically go to single level list

In my Microsoft word, no matter what I try, when I try to use multi-level lists it automatically goes back to single level list. I've closed the app, I've checked my add ons I've tried typing a list and then selecting and making it a list but when I do that it does single layer, then I go to make it multi-level but as soon as I click 'tab' it changes up the top to a single level It also wouldn't let me upload a photo for you

Don't merge lists in Word – is it possible to set as default?

It took me some time to find the name of that function in English.

I often have a multi-level list like the following. They are usually bullet lists, not numbered lists, but the list-styles are the real ones :
1. This is style List1
1.1. This is style List 2
1.2. This is also style List 2
1.3. This is also style List 2
2. This is style List 1
3. This is style List 1

I often want to move item 1.2 between items 2 and 3. By default, Word reformats the paragraph as a "List 1" item and each time, I have to manually click on the icon "Do not merge lists" ("Ne pas fusionner la liste" in French). Unfortunately, I have not found a way to do it automatically, which means that cut and paste is almost always a 2-step process... and when I forget to do it on the spot, It requires even more work to reformat.

My question. Is there a way to have "Do not merge lists" as the default? Because that's what I want, like 99.99% of the time.

Oblivion item list/spell list

In this .zip are the oblivion item list and spell list. The spell list is rather complete, unlike some you may find. These are not my work, just a bit of copy/paste work.

If you see more than one spell or item in the list, it's a leveled spell or item. As they go down in the list they get stronger.
