Windows 10: Xbox Accessories App will not launch.

I purchased an Xbox Elite Series 2 controller and for whatever reason I can not get the Xbox Accessories App to open up. It always just starts to open and then shuts down immediately. I wouldn't care except the controller is not playable until can access the software. I tried to play a game with it earlier and the A button kept saving screenshots in Steam. I have uninstalled and reinstalled the Accessories App multiple times. I cleared the Windows Store registry and uninstalled and reinstalled the Store now. I've rebooted multiple times and I can not figure why it won't open. It seems to be the only app having this issue. I seen several other people having this problem with their PCs in forums but no fix could be found. I just want the app to open so I can download whatever configurations for this controller and actually use it. Right now it's a $200 paperweight. The event logger keeps giving me "The server Microsoft.XboxDevices_300.1911.1001.0_x64__8wekyb3d8bbwe!App did not register with DCOM within the required timeout." everytime I try to run the app. Any help would be appreciated. • Has any new software or hardware been added recently? No.
• Did you also change any settings prior to this issue? No.
• Is there any error message? None.
• For the Xbox app issue, have you also tried the suggestions posted by Syed Md Bilal in this thread?
  Quite a few people found it helpful. - I did try this (for the Xbox and Photos app) and it made absolutely no difference.

I'd appreciate any additional suggestions. I'm still unable to use either the Xbox or Photos app. I'd really like to use them.
