Windows 10: Xbox elite controller connection issue

Ok so I was playing Rocket League with my xbox elite controller connected wirelessly via the xbox usb bluetooth dongle on my Windows 10 PC. It had stopped vibrating so I figured maybe the battery was going to die soon so I connected a usb cable to it and none of the buttons would respond. I tried different cables, different usb inputs on my pc. I restarted Rocket League and still nothing. I hit the xbox guide button and the xbox game bar opened up. So its connected and working. I then also tried disconnecting the USB cable and play wirelessly again but still no buttons would respond. I restarted my PC and started up Rocket League and it worked.


everytime I disconnect/reconnect my USB cable I have to restart my PC for it to work again
