Windows 10: Xbox one Elite Controller on windows 10 PC.

I have an Xbox One Elite controller I'm trying to get to work with my windows 10 pc. When I plug it in it vibrates and lights up as it should and appears in device manager, but when I check properties none of the buttons respond. I've attempted to update the driver but it tells me the newest is already installed. I've tried at least 5 different cables to no avail. If I open the Xbox Accessories app, I can configure the controller and test the buttons and they respond perfectly, however they still do not respond to settings in my control panel and do not respond in games. I also looked on these Q&A pages hoping I could find someone with the same issue, but it seems everyone has issues connecting them but not so much lack of response. What else could effect this?
