Windows 10: Xbox server and Teredo connectivity issues

I have Windows 10, ver 10.0.19041 with no more updates available


Ive owned Forza Horizon 4 on PC for over a year now and I have never been able to connect to the online services at all, ever. The most is does online is it compares how many billboard signs I've destroyed or how many new roads I've discovered with my friend. Everytime I start the game it acts like im starting it for the first time, and wants to "detect my computers hardware" to automatically set up graphics. I believe the game has never updated, or at least, ive never noticed it updating before.


Under the Xbox Networking app in 'settings' it shows:


NAT Type: Teredo is unable to qualify.


Server connectivity: Blocked.


Clicking the "fix it" button does nothing.


Things ive done:


1. I dont have any Teredo networking adapter. Wont show up after clicking "show hidden devices". Wont show up in "legacy hardware".

Tried disabling the state and setting it to default in cmd. doesnt work. Is this even required?!?!


2. I used another computer on the same network and it has no issues connecting to Xbox services rules out my router having issues. This PC doesnt have the Teredo Network Adapter, either.


2.a Alas, I tried port forwarding all possible ports: 3074, 88, 53, 80, 500, 4500 in my router.


3. Deleted and uninstalled my security software ESET with no change. Made sure my windows firewall was 'ON'.


4. Changed to "enabled" and to "EnterpriseClient". Nothing changed.


5. Deleted and redownloaded the Xbox app AND Forza. Nothing changed.


6. Tried restarting the apps in "apps and features": Xbox, Xbox Game Bar, and Microsoft Store. Nothing changed.

Xbox App "Server Connectivity" "Blocked"

"Server connectivity = blocked" on Xbox app on Windows 10

If your server connectivity is "Blocked", it means that your computer was unable to establish a Teredo IPsec connection to the Quality of Service (QoS) server. Since you've tried the troubleshooting steps from our support page, let's try to restart the "IP
Helper" and "Xbox Networking Service" by performing the following steps below:

1. Press the Windows Key + R to open the Run box.
2. Type "services" and hit enter to open the Services Window
3. Scroll down until you find an entry called “IP Helper”. Right-click on it, and then click Restart.
4. Scroll all the way down to the bottom and do the same thing for “Xbox Live Networking Service”.
5. Close the window, open the Xbox app and check your connection again.

If the issue persists, I recommend that you try connecting your computer to another network to see if that will change the server connectivity on the Xbox app.

teredo tunneling adapter completely missing!

I'm trying to play Forza Horizon 3 and the xbox app says TEREDO is unable to qualify. Server connectivity: Blocked.

I have gone through all the official steps through CMD, Services, and Device manager. There's no trace of anything Teredo on my rig.

Is there a driver I can manually download?
