Windows 10: XPS 15 9500 extremely slow startup if Wi-Fi is connected

My XPS 15 9500 has become extremely slow to boot and restart since a few days ago. After the Dell logo, it's stuck in a blue screen with spinning dots and "please wait" for 15 to 20 minutes before the sign-in screen appears. After I put in the password, it takes another 10 minutes or so to get to the desktop. After that, everything runs very smoothly. I've updated to the latest bios and drivers to no avail. In Task Manager, the last bios time is always very fast, around 6 seconds.

I just found out if I manually switch Wi-Fi off and then restart, there's no slowdown in boot and restart at all. If Wi-Fi is on but doesn't connect to any networks, it's also fine. The slow boot only happens when Wi-Fi stays automatically connected to a network.

I've done a network reset and uninstalled and installed the Wi-Fi driver (I've tried both Killer's driver-only install and Intel's driver). I've also checked Windows updates and am up to date. I've tried disabling every startup app as well. However, nothing works. Currently, I have to disconnect Wi-Fi before shutting down to have a normal fast boot. I don't want to do a factory reset if I don't have to. I appreciate any help!

Slow wi-fi

My laptop, with Windows 10, runs extremely slow on Wi-fi - about 15 Mbps. The warranty dept at Costco is suggesting running Windows 10 back to the factory default. Do you think this will help? I'm thinking it must be a hardware issue, specifically the
network card?

After windows 1903 update I don't have any wi fi connection or icon showing and have tried many suggestions on how to get it, but none have worked.
