Windows 10: Your Phone is not refreshing

I have Your Phone on my pc to connect my Note 10 to my pc. One day it just stopped updating what was on my phone like messages, photos, and notifications weren't going though. I can see messages, photos, and apps but they are all from a month ago, and now it just is stuck on "refreshing". When trying to view mt phone screen it never connects. On my phone it says that it is connected and I have that notification that its connected.

Your list confirms my phone is eligible, Lumia 521. The windows Insider App fails after ~ 15 seconds, restores data and gives me error 80073cf9. I trouble shot this and went thru all the steps mentioned on several websites including MS without any luck. Short of a hard reset, this is where I am now. Suggestions appreciated.

When my phone fails to upgrade I just keep trying. One upgrade took 3 or 4 tries.
