Windows 10: YOUR PIN IS NO LONGER AVAILABLE DUE TO A CHANGE TO THE SECURITY SETTINGS ON YOUR DEVICE.

Last night I factory reset my pc before going to sleep, I woke up this morning and went to log In and now it won't let me log into my pc, it didn't show the setup like it would usually do. Now it just says "your PIN is no longer available due to a change to the security settings on this device. Click to set up your PIN again"after I click set up my pin it takes me to a screen that only says "The User Profile service failed the sign-in. User profile cannot be loaded." With a OK below it I press Ok and it shows "signing out" for a split second before taking me back to the start screen.I have tri

After resetting my windows 10 pc (Dell Latitude 3190) I receive the message "Your PIN is no longer available due to a change to the security settings on this device." I cannot enter Safe Mode either. During the Reset I was asked something about the TPM? and I selected to allow the change/erase. I've tried multiple solutions listed in this forum to no avail. Any help is greatly appreciated.
