Windows 10: Your pin is no longer due to changes in security settings

So I built my pc now 2 days ago and am having quite the trouble with I suppose logging in, when i turn on the pc, I see thr time and what not then swipe up and am prompted with “your pin is no longer available due to a change in the security settings” or something along the lines of that. This is my first time building a pc and didn't expect it to be this difficult . + have no wifi on the new pc but still have my old one which I used to download the windows media thing but when i go into BIOS i cant find a way to start up through the USB to begin installing the windows.Motherboard: gigabyte

Your PIN is no longer due to a change change to security settings

I cannot login using my PIN anymore: "Your PIN is no longer due to a change change to security settings"

 

"Your PIN is no longer available due to a change to the security settings on this device."

After resetting my windows 10 pc (Dell Latitude 3190) I receive the message "Your PIN is no longer available due to a change to the security settings on this device." I cannot enter Safe Mode either. During the Reset I was asked something about the TPM? and I selected to allow the change/erase. I've tried multiple solutions listed in this forum to no avail. Any help is greatly appreciated.
