Windows 10: Need help opening files. Constantly get a box pop up that says something is updating

Someone please tell me how to fix this.. Every time I try to open a picture or some files, this time an mp4, I get a box pop up that tells me something is updating and the file will be available shortly... Shortly never seems to come. How can I stop this and finally be able to access my files? See screenshots below. Thank you for any help on this.

I've just installed windows 10 on my laptop. Initially a box on the left hand side telling me about cortana kept popping up so I switched cortanat off. Now the box just keeps popping up constantly, asking me to start typing to search the web or for apps etc.

This is driving me mad. I'm not 100% sure yet but it seems to be connected to scrolling down but also seems to be popping up quite randomly. In the last half hour it has popped up at various intervals from as little as 10-20 seconds to as 'long' as 2-3 minutes. There is no 'close' box and I can't see how to get rid of this really annoying feature.
