Windows Safe Mode is not UEFI or BIOS related. It's basically loading 'bare' Windows with only core components and drivers that will allow it to run. Everything else is disabled to troubleshoot issues with software, drivers, hardware, etc.

Secure boot is enabled or disabled in BIOS.

Also found this in the Users Manual:

Then F12 should bring up the boot menu again. There should be at least rtwo selections, your hard drive and your optical drive and maybe USB.

    SAFE MODE

How to boot into Safe Mode from the Windows 8/10 installation media or recovery USB flash drive. -> link

    SECURE BOOT

You can check if Secure Boot option is enabled in the UEFI firmware. Run the following command as administrator from the command prompt.

    powershell confirm-SecureBootUEFI

    The result should be True.

Pressed F2 and under MAIN "F12 Boot Menu is Enabled". When I access F12 the top title is Boot Manager. Under that appears
Boot Option Menu then below that 1) Windows Boot Manager (WDC WD5000BPVT-22HXZT3) no other option appears.

In BIOS the top line is : Insyde H2O Setup Utility Rev. 3.7

Tabs are : INFO MAIN SECURITY BOOT EXIT

    Under the Boot Tab :

    Boot Mode UEFI

    Secure Boot Enabled

    Boot Priority Order
    1) USB HDD
    2) Windows Boot Manager
    3) ATAP | CDROM
    4) HDD
    5) USB FDD
    6) Network Boot - IPV4
    7) USB CDROM
    8) Network Boot - IPV6

I am not sure what I am asking but what I am seeing is different from your post.

Accessing Boot menu in Windows 10

This link states to turn off SECURE BOOT to do a CLEAN INSTALL of Windows 10.
That is why I asked the original question. My clean install is complete.
I did find the safe mode posts interesting for other reasons.

Exactly, but did not know reasons for safe mode talk as this is always done in the BIOS, secure boot disable and enable.

My understanding was OP thought Safe Mode was a part of BIOS. Which it is not and a separate thing altogether. I guess it digressed in terms of that. Also help OP understand difference between Safe Mode in Windows and UEFI.
