Windows 10: Advanced Permissions Problem

Discus and support Advanced Permissions Problem in User Accounts and Family Safety to solve the problem; I want to change the Title of a single file in it's Properties > Details Tab > Description line.     Advanced Permissions Problem


    I want to change the Title of a single file in it's Properties > Details Tab > Description line.
    When I try to make the change by going to the "Remove Properties and Personal Information" link and Apply, I get the message: "You'll Need To Provide Administrator Permission To Apply Properties To This File", and no changes are made.

    This is not a system file or software file. It is a video.

    I have done all the usual steps to gain access to this file (and others exhibiting the same behavior):
    I have taken Ownership of the file (My User Account). I own the folder it is in.
    I have checked to be sure I have "Full Control".
    I have disinherited the file and created all new settings.
    I have tried changing ownership to Administrators and Everyone.
    I have given Everyone full control over this file.
    I have checked Effective Access and all items are checked.

    In all instances the Special Permissions check box is greyed out.

    What am I missing?

    Hi Kevin. I'm Greg, an installation specialist and 8 year Windows MVP, here to help you.

    Can you explain a bit more about what error or message you're getting, or what behavior is occuring that has you concerned about this? Otherwise we have nothing to go on.

    If your Account lost Adminsitrative permissions then see this possible fix:

    If you need to Admin permission to do something you can termporarily enable the Hidden Admin account to do this:

    If your account remains hampered by loss of Administrative permissions then you can from the Built-in hidden Administrator account used only in emergencies:

    Then create a new Admin Local Account to test if it resolves this:

    then if so move into the new account and later delete the old one - if necessary first changing it to a Local Account:

    Does the file sit in a shared folder? If you're accessing the file through the share, check share (not NTFS) permissions on the shared folder as well. Try full control to everyone

    To check if it's a path rather than a file related problem you could try copying it to your desktop, then trying that on the copy.

    Yes, it's in a shared folder. And the Share Permissions are Full Control for Everyone on that Folder.

    I should also mention that I tried checking the Unblock box for "This file came from another computer and might be blocked to help protect this computer".

    So you actually mean it's a blocked download.... oh... had you said...
    - to stop this happening for future files, it's suggested you enable this group policy:

    If you have Win 10 Home, you need the equivalent registry change:

    Fixes for 'can't unblock' that worked for some people:

    Thanks Dalchina.
    So that message will only come up on files that are actually blocked?
    Because I have other files in that folder that have that message in Properties and I can edit them fine.

    I'll try the zip / unzip soon.

    Also, I do not get any security warnings when opening these files to play. I do get those warnings when I open executables and driver downloads.

    Zip / Unzip = no joy

    I'm not sure I like the registry edit as a fix for this (I am on Home). I don't like the loss of security as a permanent setting. I may want to try and find another way if I can.

    It's in one of Brink's tutorials, so regard it as ok. There's a registry file there for you.

    What I don't know is why a few people experience this. I've never seen it myself.

    More curious is why it happens to some FILES and not to others. It is very strange.

    And there is another difference too.
    On some problem files, when you choose to Remove Properties there are check boxes next to the lines that you could choose to remove, but when you finish and apply you get that permissions warning.

    On other files there are no check boxes. There is no way to change or remove any properties to begin with.

    I'm wondering if this could have anything to do with conversions (codec compression). Sometimes multiple conversions at that.
