Windows 10: cannot install updates error windows 10 (windowsupdatefailure3)

upon starting windows, prior to connecting to the internet, it said to click an error message to fix it, but before I could, it disappeared. the only thing I could find relating to this error, was for earlier versions of windows. however, yesterday, I think that I had not plugged in the adapter cord completely, so it went into sleep mode or something.

Windows 10 Store fails with 0x80073CF9

UPDATE: Fixed. It was one of the two steps in
red below followed by a reboot.

I am running Windows 10 Professional 1709. Fully patched with all available patches from Windows Update.

At least in the past two days, I've been unable to update or install anything from the Microsoft Store. All app updates
or installs of new apps (!) result in a 0x80073CF9 error code.

What I have done so far (none have fixed the problem):

• Created or verified existence of C:\Windows\AppReadiness and C:\Windows\AUInstallAgent.
• Ran the troubleshooter for Windows apps (https://support.microsoft.com/en-ph/help/4027498/windows-10-run-the-troubleshooter-for-apps). No problems found.
• Ran the Windows Update troubleshooter (https://support.microsoft.com/en-us/help/2714434/description-of-the-windows-update-troubleshooter). No problems found.
• Ran sfc /scannow in a command prompt window as administrator. No problems found.
• Ran WSReset.exe.
• Ran the PowerShell script suggested by Robelene Win below.
• Created the C:\Windows\System32\AppLocker folder.

Every time I attempt to download a new app (in this case, Microsoft To-Do), I get errors in my Windows Application event log with these event names, in this order:

• StoreAgentDownloadFailure1
• StoreAgentDownloadFailure1
• AppxDeploymentFailureBlue
• AppxDeploymentFailureBlue
• WindowsUpdateFailure3
• WindowsUpdateFailure3
• WindowsUpdateFailure3

I'm unclear how to fix. Frankly, all I can find are the usual Microsoft-affiliated trolls whose canned responses rarely help.

is there a way to see the time that an update was installed? because it shows that an update was installed the same day that the error occurred.... maybe i can see if it happened before my system shut down if the error was actually fixed..

Yes, there is a way to get the Time/Date!

Go to the Ask me anything area and type in: PowerShell
In the results list, double-click the Windows PowerShell entry
In the blue PowerShell window that appears, copy/paste (with the mouse) the following text inside the code box:

Press: Enter

The PowerShell window should provide you the results you want.

Example:

To copy these results to Notepad, click the PS icon (blue) on the top/far left
Select: Edit > Select all
Back to the icon, select: Edit > Copy

Open Notepad, and paste the results on it.

To get out of PowerShell, type Exit, and press: Enter
