Windows 10: Can't upgrade from Win 10 1709 to 1809 or 1903

I have tried several options..

I burnt the ISO to a DVD and ran setup in windows.

I also used the Windows10UpgraderApp.exe with same results.. it tries to start the install.. gets part way then says "we are having trouble determining if your PC can run windows 10"

I am running windows 10 (1709)

The only odd thing here is that I have a UEFI boot drive that points to my SSD drive where C: is..
I recently upgraded motherboard and CPU since the older one would not update to the next version of windows..


I am trying to avoid a fresh install since it will take me over a week to reinstall everything and I don't have ALL the setup files..


I have stopped windows update.. I have removed the downloaded and other update files.. restarted.. it has tried to install the KB40507455 but fails.. it rebooted and gets to 100% the reboots again and gets to 98% and then says it can't apply the upgrade and is rolling back...


I have run CCleaner and cleaned up the registry, that seemed to help move things to this point..

malewarebytes is off.. only MS antivirus is on.. which I can't seem to turn off... (defender)


I am not sure where to go from here.. the latest update will not apply.. the version update will not apply..

Win 10 1809 kb4497934 update fails with 0x80070157

Hello,

I tried all suggestions up to upgrading to 1903 from

step 1 in fixes. I also tried step 2. None of the fixes

solved the problem. I am not willing to upgrade to

1903 - not during the first month of availability! Do

you take me for a fool? Windows Update continues

to be the most unreliable component of Win 10.

 

Win 10 1809 and 1903/window display fades

Windows 10 1809 then 1903 /HP 15

Windows display started fading over time off and on, sometimes for short bursts.

Became more frequent and then more regular.

Went to Win 10 forum and to HP forum for help.

Adjusted power options - helped for short period then back to bad.

Uninstalled AMD Radeon R5 graphics software, reinstalled, rebooted.

Helped but went back to faded screen after a short time.

Did this several times, no change.

Tried default settings in all instances.

My son checked the AMD hardware and that was working fine.

Went back to earlier version of Win 10…no change.

Performed system restore several times with reboot.

Checked all of suggestions from forum….no change.

 

How to get the Windows 10 May 2019 Update version 1903

Who told you that? It's not true, you can skip as many versions as you like. Just use the MCT to make the 1903 ISO, mount it, then run Setup.exe on the root of the ISO to start an in-place upgrade.

Not having tried the step from 1709 to 1903, I've tested it for you. Here is my test machine (System Two below). part way through an in-place upgrade from 1709 to 1903.










Edit: and some 90 minutes later it finished, with all files and apps still there.
