Windows 10, version 1703, reached end of service on October 8, 2018. Devices running Windows 10 Home, Pro, Pro for Workstation, and IoT Core editions will no longer receive monthly security and quality updates that contain protection from the latest security threats. To continue receiving security and quality updates, Microsoft recommends updating to the latest version of Windows 10.
IMPORTANT: Windows 10 Enterprise and Windows 10 Education editions will receive one year of additional servicing at no cost.

Note
This release also contains updates for Windows 10 Mobile (OS Build 15063.1631) released February 12, 2019.

Improvements and fixes

This update includes quality improvements. No new operating system features are being introduced in this update. Key changes include:

Addresses an issue that fails to set the LmCompatibilityLevel value correctly. LmCompatibilityLevel specifies the authentication mode and session security.

Addresses an issue that may prevent applications that use a Microsoft Jet database with the Microsoft Access 97 file format from opening. This issue occurs if the database has column names greater than 32 characters. The database fails to open with the error, “Unrecognized Database Format”.

Adds top-level domain support to HTTP Strict Transport Security (HSTS) Preload for Microsoft Edge and Internet Explorer 11.

Addresses an issue that prevents Microsoft Edge from connecting using an IP address.

Security updates to Microsoft Scripting Engine, Windows App Platform and Frameworks, Windows Graphics, Windows Kernel, Windows Input and Composition, Microsoft Edge, Windows Wireless Networking, Internet Explorer, Windows Server, and the Microsoft JET Database Engine.

If you installed earlier updates, only the new fixes contained in this package will be downloaded and installed on your device.

Windows Update Improvements
Microsoft has released an update directly to the Windows Update client to improve reliability. Any device running Windows 10 configured to receive updates automatically from Windows Update, including Enterprise and Pro editions, will be offered the latest Windows 10 feature update based on device compatibility and Windows Update for Business deferral policy. This doesn't apply to long-term servicing editions.

Known issues in this update

Symptom Workaround After installing KB4480973, some users report that they cannot load a webpage in Microsoft Edge using a local IP address. Browsing fails or the webpage may become unresponsive.

Open the Control Panel and select Internet Options.

On the Security tab, select the Trusted Sites icon.

Select the Sites button.

Clear the check box for Require server verification (https for all sites in this zone.

In the Add this website to the zone: box, type the local IP address that failed to load, such as http://192.168.0.1.

Select the Add button.

Select the Require server verification (https for all sites in this zonecheck box.

Select the Close button.

Select the OK button.

Restart Microsoft Edge.

Microsoft is working on a resolution and will provide an update in an upcoming release.
