Reminder: March 12th and April 9th will be the last two Delta updates for Windows 10, version 1703. Security and quality updates will continue to be available via the express and full cumulative update packages. For more information on this change please visit our blog.

Windows 10, version 1703, reached end of service on October 8, 2018. Devices running Windows 10 Home, Pro, Pro for Workstation, and IoT Core editions will no longer receive monthly security and quality updates that contain protection from the latest security threats. To continue receiving security and quality updates, Microsoft recommends updating to the latest version of Windows 10.
IMPORTANT: Windows 10 Enterprise and Windows 10 Education editions will receive one year of additional servicing at no cost.

Note
This release also contains updates for Windows 10 Mobile (OS Build 15063.1747) released April 9, 2019.

Improvements and fixes

This update includes quality improvements. Key changes include:

Addresses an issue that may cause applications that use MSXML6 to stop responding if an exception was thrown during node operations.

Addresses an issue that causes the Group Policy editor to stop responding when editing a Group Policy Object (GPO) that contains Group Policy Preferences (GPP) for Internet Explorer 10 Internet settings.

Addresses an issue that occurs when you enable per font end-user-defined characters (EUDC). The system will stop working and a blue screen will appear at startup. This is not a common setting in non-Asian regions.

Security updates to Microsoft Scripting Engine, Windows App Platform and Frameworks, Windows Storage and Filesystems, Windows Server, Windows Graphics, Microsoft Graphics Component, Windows Input and Composition. Windows Datacenter Networking, Windows Kernel, Windows MSXML, Windows Server, and the Microsoft JET Database Engine.

If you installed earlier updates, only the new fixes contained in this package will be downloaded and installed on your device.

Windows Update Improvements
Microsoft has released an update directly to the Windows Update client to improve reliability. Any device running Windows 10 configured to receive updates automatically from Windows Update, including Enterprise and Pro editions, will be offered the latest Windows 10 feature update based on device compatibility and Windows Update for Business deferral policy. This doesn't apply to long-term servicing editions.

Known issues in this update

Symptom Workaround After installing this update, Custom URI Schemes for Application Protocol handlers may not start the corresponding application for local intranet and trusted sites on Internet Explorer. Right-click the URL link to open it in a new window or tab.

Or

Enable Protected Mode in Internet Explorer for local intranet and trusted sites.

Go to Tools > Internet options > Security.

Within Select a zone to view or change security settings, selectLocal intranet and then select Enable Protected Mode.

Select Trusted sites and then select Enable Protected Mode.

Select OK.

You must restart the browser after making these changes.

Microsoft is working on a resolution and will provide an update in an upcoming release.

I think today's windows update(stable channel) solves d issue

Addressed issue where, after installing the Creators Update, audio output through external decoders no longer works.

Today we are releasing 2 new Cumulative Updates for PC Build 15063 as we prepare the Windows 10 Creators Update to begin rolling out to customers around the world on April 11th.

*Arrow Cumulative Update Build 15063.13 (KB4016251) is being released to Windows Insiders in the Slow and Release Preview rings. This Cumulative Update includes the same fixes from Cumulative Update 15063.11 plus these additional fixes:

We fixed an issue where printer connections from clients running older versions of Windows (V3-XPS-based-drivers) failed to connect to clients running the Windows 10 Creators Update.

We fixed an issue where on some devices like the Surface Pro 3, the Windows audio device graph isolation would max out CPU utilization due to being stuck in an endless loop due to defective Realtek APOs.

Cumulative Update Build 15063.14 (KB4016252) is being released to Windows Insiders in the Fast ring. This Cumulative Updater includes the same fixes from Cumulative Update 15063.11 AND Cumulative Update 15063.13 (see above) plus this additional fix:

We fixed an issue where non-suspendable processes would suspend after waking a device.

Addressed issue with Surface USB: Bluetooth radio sometimes fails to re-enumerate during hibernate/resume.

Addressed issue with virus protection product driver install triggering a system crash on build 15060 configured with DeviceGuard.
