Windows 10: Having trouble updating the 2019-04 Cumulative Update (KB4493441)

I am having difficulty in updating the 2019-04 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4493441).

2019-04 Cumulative Update KB4495667 stuck in restart to finish

My Pc runs Windows 10 Home 64 Bit v 1809

I noticed that Windows Update has had indigestion with the latest Cumulative Update (2019-04 Cumulative Update for Windows 10 v 1809 for x 64 bases systems KB4495667) which is stuck Requiring a restart to finish installing.

I have restarted several times with no luck.

Have also run the Trouble Shooter which could not identify the problem.

I then checked for updates in case it would offer it again, but all that was listed was 2019-02 Cumulative Update for NET Framework 3.5 and 4.7.2 KB4486553 which has Successfully installed.

KB4495667 still refusing to do so.

I have downloaded it from from the Windows Update Catalogue ... file windows10.0-kb4495667-x64_a0713c961b994da102ee4a300d2f571ec567af20.msu

What is the safest thing to do now, do I just double click to install it?

I am no computer expert so will need easy to follow steps.

cumulative updates 2019-02 onwards do not install

my lap top is inspiron 15R (5520), it is 6 years old and i have original softwares

problem is with cumulative update for windows 2019-02 did not install same with cumulative updates number 03 and 04

i posted on this forum before but every one gives some different advice, twice i went online on microsoft support, the first tech tried loading windows ISO but it failed , the next tech suggested shuting off windows update he just could do it for a short
time and updates restarted on its own

now everytime comuter tries to reload updates the computer becomes slugish and i have to restart it now and then

microsoft technicians are more interested to take a feed back and unable to solve my problem

do this corporations want that i throw away my dear laptop and go for a new one

it is a shame that i have purchased all original softwares including office and i am facing this trouble where as people using pirated versions have no problem with updates

Cumulative Update KB4493441 Windows 10 v1709 Build 16299.1087 April 9

Reminder: March 12th and April 9th will be the last two Delta updates for Windows 10, version 1709. Security and quality updates will continue to be available via the express and full cumulative update packages. For more information on this change please visit our blog.

Reminder: Windows 10, version 1709, will reach end of service on April 9, 2019 for devices running Windows 10 Home, Pro, Pro for Workstation, and IoT Core editions. These devices will no longer receive monthly security and quality updates that contain protection from the latest security threats. To continue receiving security and quality updates, Microsoft recommends updating to the latest version of Windows 10.

IMPORTANT: Windows 10 Enterprise, Education, and IoT Enterprise editions will continue to receive servicing for 12 months at no cost per the lifecycle announcement on October 2018.

Improvements and fixes

This update includes quality improvements. Key changes include:

Addresses an issue that may cause applications that use MSXML6 to stop responding if an exception was thrown during node operations.

Addresses an issue that causes the Group Policy editor to stop responding when editing a Group Policy Object (GPO) that contains Group Policy Preferences (GPP) for Internet Explorer 10 Internet settings.

Addresses a stop error that occurs when attempting to start the Secure Shell (SSH) client program from Windows Subsystem for Linux (WSL) with agent forwarding enabled using a command line switch (ssh –A) or a configuration setting.

Addresses an issue that occurs when you enable per font end-user-defined characters (EUDC). The system will stop working and a blue screen will appear at startup. This is not a common setting in non-Asian regions.

[UPDATED 4/11] Addresses an issue that may cause compound document (OLE) server applications to display embedded objects incorrectly if you use the PatBlt API to place embedded objects into the Windows Metafile (WMF).

Security updates to Microsoft Scripting Engine, Windows Input and Composition, Windows Graphics, Microsoft Graphics Component, Windows App Platform and Frameworks, Windows Storage and Filesystems, Windows Server, Windows Datacenter Networking, Windows Server, Windows MSXML, Windows Kernel, Windows Virtualization, and the Microsoft JET Database Engine.

If you installed earlier updates, only the new fixes contained in this package will be downloaded and installed on your device.

Go to Tools > Internet options > Security.

Within Select a zone to view or change security settings, selectLocal intranet and then select Enable Protected Mode.

Select Trusted sites and then select Enable Protected Mode.

Select OK.

You must restart the browser after making these changes. Microsoft is working on a resolution and will provide an update in an upcoming release.[/td] [/tr] [tr][td][ADDED 4/12] Certain operations, such as rename, that you perform on files or folders that are on a Cluster Shared Volume (CSV) may fail with the error, “STATUS_BAD_IMPERSONATION_LEVEL (0xC00000A5)”. This occurs when you perform the operation on a CSV owner node from a process that doesn’t have administrator privilege.[/td] [td]Do one of the following:

Perform the operation from a process that has administrator privilege.

Perform the operation from a node that doesn’t have CSV ownership.

Microsoft is working on a resolution and will provide an update in an upcoming release.[/td] [/tr] [/table]
