Windows 10: How do I make “Documents” under This PC refer to a local folder?

I only mention it since you can see that "This PC" and "Quick access" in the screenshots below are different locations. What you see at these different locations may help determine what the issue you're having is. So far, it appears that you may have the normal separate OneDrive and user profile (tomst) folders for these.

In your "Quick access" screenshots in post #9, they all appear to be located in your "tomst" folder (listed as "This PC"), but this is normal.

Seeing a screenshot for where the folders are at from post #7 may help to sort this.

If I right click on the documents folder in the above screenshot and then click on Properties, I get this:

Just to verify, double check to make sure that you have the items below set:

OneDrive auto save for Documents and Pictures is set to "This PC only".
*Arrow Auto Save Documents and Pictures to OneDrive or This PC in Windows 10 Windows 10 General Tips Tutorials

Documents and Photos are set to "This PC" in storage settings.

Do remember doing or installing anything to add or change these two folders in "This PC". For example, some 3rd party tweaking programs have the option to add or change folders in "This PC".

 

I rest Windows 10 and when I did I took the option to use OneDrive as the default. I subsequently changed the settings, which I showed in the previous post, but File Explorer "This PC" still shows Documents and Pictures on OneDrive. I think the easiest way to rectify it is to reset Window 10 again and specify "This PC" as the default, unless you know another approach.
Thank you again for your help. I know it is difficult to assess a situation remotely.

 

As a test, you could try setting them back to using OneDrive or some other location, and then setting them back to "This PC" afterwards to see if it may toggle it to the correct location.

 

When I tried to switch where new content is saved, I didn't get any options other than "This PC".
I am going to reset Windows 10
