Windows 10: How to change default WIN10 start menu for ALL Users?

I too am having weird issues with startmenu layout, but my issue is during OSD deployment using SCCM

 

Sorry for my english , and hi! , this is my first post.

I don't like the xml template method..I prefer .. creating a start menu under the admin local account and use it as template for all de new user following the next steps:

This settings applies only for new users, (or users that don't have user accounts folders)

First, design a Start Menu as you like under one admin account
Second, copy the content of this folder under admin account folder : ....\AppData\Local\TileDataLayer\
Third copy this folder TileDataLayer to this Default user folder example: "C:\Users\Default\AppData\Local\"
Four: Login with a new user, and the start menu will be the same as administrator was.

Well, and how do you go ahead when you want to import a start layout for a user, that doesn't have admin rights?
If I use admin rights, it imports it for the admin user, not the user where the startlayout should be applied.

Thanks for your suggestion. I have tried this. Unfortunatly doesn't work for me. I was hoping it's that simple. I already replied in the other thread. Not sure if the last Windows Update is guilty not working. I tried so many things already. Also via GPO from the domain server and exported XML.

Last thing I didnt try was local GPO and using the xml, but thats not real the solution. Really odd, but thanks anyway.
