    This is probably the 10th time I have tried upgrading to 1903 with no avail. This is a dual boot system which may be the issue

    Not listed in the Known.

    Known issues for Windows 10 May 2019 Update version 1903


    As far as Wifi any chance it is Qualcom inside USB adapter, if Qualcom then yes known issue.


    I might create another user (Local) and when if try again see if this issue occurs on both users.

    Would also suggest you run the first 5 steps in this tutorial to see if you have any corruption with current build.

    Use DISM to Repair Windows 10 Image

    Hi community,

    has anyone been solving the issue 0x800701B1?

    The description is: Installation was not successful in phase SAFE_OS. During operation PREPARE_FIRST_BOOT was an error.

    Or do I need to do a clean installation?

    Trouble Upgrading 1803 to 1903 - Fails to restart

    I’m still running the UEFI tests (Someone stepped on the power cable pulling it out so lost a lot of time!)

    It’s in loop until failure, but does that mean test never ends!?
