ISO file for Kyhi's recovery tools are here:
Windows 10 Recovery Tools - Bootable Rescue Disk - Windows 10 Forums

Here's how to get Windows 10 ISO files:
Windows 10 ISO Download - Windows 10 Forums

To burn a DVD from the ISO file, in Windows 10 you just right click on the ISO file and select Burn disk image.

To create a bootable USB flash drive, see here:
Create a Bootable USB Flash Drive

At step 9 make sure to use FAT32 filesystem:
    9. To format the partition, type format fs=fat32 quick, and then click ENTER.

For step 12 you will mount the saved ISO file for either Kyhi's recovery tools or Windows 10, then copy all the files and folders from the mounted ISO file to the USB flash drive.

I'll leave you to guide the OP on this one, but you might like to know another way to get there without the aid of a boot USB.

You have to convince Windows that it's broken so it boots into Automatic Repair mode. With Windows running, kill the power by pressing and holding the power button, then reboot. Do this three times and on the third boot it boots into Automatic Repair. You can get to the Command Prompt from there then carry on from Option 4's step 2.

Worked for this case where UAC was preventing them using the Media Creation Tool to make their bootable install media. Administrator password forgot,UAC problem

    @Bree,

Well, I just tried it on my computer and you would appear to be correct! Thanks! My desktop has a reset button, so I used that to interrupt the boot sequence 3 times.

I think that we are starting to lose count on how many issues that Microsoft has created with the Anniversary Update. Stuff like this is getting a little out of hand.

Not sure you can blame this one on the AU. We don't know how the OP lost their admin rights. I think Microsoft have always allowed you to demote the last remaining administrator account to a standard user. You'd have thought they'd have stopped you doing it, or at least given a waning that it's not such a good idea, wouldn't you?

The admin rights issue can be caused by either something disguised as checking security of Windows and then going in and changing the registry setting that caused them to not have the default Administrator settings. Another could be that it may be a random issue from updates that Microsoft is pushing that could cause this.

It is more of trying to get all of the info as we can from various people who are experiencing account issues and then doing some investigating to see who and what is responsible. RDP and networking got screwed up with one of the latest KB's.

Also go to Administrator tools, click on the Computer Management shortcut, then look for "Local Users and Groups". In there it will show all accounts on the system and if they are enabled or disabled. You can also look at the rights that they have, including permissions allowed. Your account sounds like it got placed into what would be considered in between a Local and a Administrator account. You just are not getting the higher rights that you should be.

If you really have to, create a new local account as administrator rights and then go in and fix your account permissions. If you use a Live account, which is the email. The Roaming profile stored on Microsoft's servers can get hosed up from time to time as it updates on their server. I prefer a Local user for a Workgroup over a Live account with the email to treat the computer as if it is on a Domain, which would be connected to Microsoft's servers, so that Parental Controls and other items can be changed in the Live.com portal.

The advice you are giving requires the user to have administrator rights to do. The OP does not have administrator rights. You can't add administrator access to a computer without having administrator access yourself. The last post the OP made showed that that his computer has NO administrator accounts - local or otherwise - except for the built-in and disabled by default Administrator account.

Yes, I gave one of them in post #16. Subsequently I found that Brink already had a tutorial on this. He's just updated Option 4 to include a link to it.

It is hard at times to find the right tutorial, but they are gold. That should be the first place a new person is directed before posting. Once we know that they have tried the fixes listed in them and not working, then we can go further.

    Need help with Admin privileges

Well my system looks exactly like yours because I have an admin account called John.
However, I cannot even install my printer because it keeps saying I need administrator rights??
So, there is definitely a problem with Windows 10 Home 1607.. It is a complete mess from a security point of view.
I have another Win 10 computer that is set up the same and it works completely differently but the previous version.
Any ideas on what to do with a new computer that does not work?
    John

To troubleshoot, first we have to see the results of the command requested in Post #4:

Right click on start icon and select Command Prompt. Enter the following command:

    net localgroup administrators

What user accounts are listed in the administrators group?

Code: Microsoft Windows [Version 10.0.14393] (c) 2016 Microsoft Corporation. All rights reserved. C:\Users\John>net localgroup administrators Alias name administrators Comment Administrators have complete and unrestricted access to the computer/domain Members ------------------------------------------------------------------------------- Administrator John The command completed successfully.[/quote]

Did you try the info in the link on post #25? If so, then your only choice at this point is a Refresh of the system to get your system back into your control.
