Installation media boots to command prompt

I've just booted from known working install media to see exactly what it does when booting. The sequence of events is...

    1. Windows logo on a black screen
    2. circling dots appear beneath the logo
    3. light blue 'Please wait' screen with circling dots
    4. a command prompt window (very briefly)
    5. the initial Setup page appears

Do you see steps 1-3? If so, it appears you have stopped at step 4, suggesting that something on the disc cannot be read.

Does the disc boot properly in another machine? If so, try cleaning the laptop's drive lens then try booting from the disc again.

If not, make new install media with Microsoft's Media Creation Tool, either as a bootable USB, on an ISO that you can burn to another disc. At Step 8 in Option One of this tutorial you can choose between making a USB or an ISO.

    Download Windows 10 ISO File

Why would you want to do that in todays environment? Don't use DVD (they are ancient) use a USB drive and download the ISO from Microsoft, simple, then, do the following:

    1. Go to “Download Windows 10: https://www.microsoft.com/en-us/software-download/windows10 you have a first choice of download "Windows 10 October 2018 Update now available" click on “Update now” and try to use this tool to get 1809, I'm not sure if it downloads the latest OS Build 17763.292? But to get latest OS builds 'standalone packages' go to this link: https://support.microsoft.com/en-au/help/4476976 and you can download any OS build there, that you are missing
    2. Or, you have the choice of creating a USB boot drive from option 2 "Create Windows 10 installation media" then pressing "Download tool now"

Simple, then install and activate the appropriate windows version that you have either by online activation or by a provided key.
