Windows 10: Reset to earlier point

I have lost the ability to open the Start Menu, I call it the Apps screen, and wondered if it would help to restore to an earlier date and how do that in Win 10.

1. Did the computer come with Win10 preinstalled, did you do a clean install of Win10, or did you upgrade a Win7 computer or a Win8.1 computer [<=PICK ONE!] to Win10?

2. Who manufactured the computer (e.g., Dell; HP; Acer; Lenovo; ASUS)?

3. Has a Norton application or a McAfee application EVER been installed on the computer since you bought it?

4. Have you ever run the Norton Removal Tool and/or the
McAfee Consumer Products Removal Tool?

5. What OS Build of Windows 10 Version 1607 (I assume) is currently installed?

• Press & hold the Windows Key and press the R
  key. In the RUN dialog, type WINVER and press the Enter key.

6. Was Win10 Anniversary Update offered & installed via Windows Update or did you install it manually?

7. Have you encountered any further "Black Screens of Death" after installing an update since 16 Sept-16?

8. I see you've resolved (at least for now)
the "hidden" Downloads folder issue. Any idea how it got hidden in the first place and/or when it was first hidden?

 

Cannot restore system to earlier point

Hi,

I got an issue with my computer and I would like to fix it by restoring my computer to an earlier point, but no matter what I try, I just cannot do it. I tried doing it from safe mode and it also gives the same error message. I also tried choosing a different
point but it still give the same error message, can anyone helpe me fix this problem?
