Remote procedure call should be set to manual in services. Access that in task manager to make sure on last tab on bottom link. Possible you entered DISM wrong ? Obvious System files were corrupt and were fixed by SFC. Try both again, first with SFC.

Copy and paste it here into the command prompt to be sure in case, you actually just copy then right click into the command prompt works. It looked like it said D only not the whole DISM command. Also recheck services for Remote Procedure call is running manually. If tough to find it use run command and type services.msc and O.K..

We need to see a copy of your cbs.log file. You'll find it in %windir%\logs\CBS (%windir% is an environment variable that's equal to "C:\Windows" on most typical Windows installations). If it's relatively small, cut'n'paste it into the body of your post; if it's big, send it as a file attachment (if you don't know how, here's a tutorial that will explain it to you: Screenshots and Files - Upload and Post in Ten Forums).

DISM is having trouble even starting up the worker streams and processes that make its image cleanup functions work. This is pretty unusual. I'm thinking if DISM itself won't work -- as seems to be the case -- a repair install/self-upgrade is called for. See this tutorial for instructions: Repair Install Windows 10 with an In-place Upgrade. Sorry for the hassle, but when the repair tool won't work, you don't really have any choice -- except for a clean install, which may still prove necessary.

Seems to me from that error 1726 and researching has possibly to do with an application process on your laptop. Remote Procedure Call i told you to check if it is set to manual. Look here for further info on this issue with DISM error. Your other choice as Ed said to do a inplace repair upgrade by downloading the Windows 10 ISO i linked earlier, but whatever is causing this to begin with you may never know if an application process or whatever the cause gets put back on again and will then be doing the same thing with slow shutdown.
