Windows 10: Surface Pro 6 and Surface Book 2 devices throttle locking to 400 MHz

Owners of Microsoft's Surface Pro 6 and Surface Book 2 systems are finding themselves stuck at Pentium 2 speeds, as numerous user complaints indicate that the ultra-portables are throttling the processor down to 400 MHz, a state that—in some instances—persists across reboots. While similar issues with Surface devices have occurred in the past, reports of issues have increased in frequency following a firmware update for the Surface Pro 6.

The throttle-lock appears to be caused by an Intel CPU flag called BD PROCHOT (bi-directional processor hot), which can be set by any peripheral, telling the processor to throttle down in order to decrease system temperature—a useful flag in cases where the CPU is operating within thermal limits, but other components tied to the CPU are running too hot, because of the demands placed on other components by processes on the CPU...

Updates for Surface Pro and Surface Book - Feb. 13

We've released new driver and firmware updates for Surface Pro (Model 1796), Surface Pro with LTE Advanced (Model 1807) and Surface Book devices with Windows 10 Version 1703 (Creators Update) or above. On Surface Pro and Surface Pro with LTE Advanced devices these updates include new Surface System Aggregator firmware. On Surface Book devices these updates include new drivers for Surface Integration and Surface Embedded Controller Firmware.These updates improve system stability and on Surface Book devices provide improved battery reliability.

These updates are available currently via Windows Update only and will be announced separately when made available from the Microsoft Download Center.

Surface Pro (Model 1796):

Surface System Aggregator Firmware (v233.2099.256.0) improves system stability.

Surface Pro with LTE Advanced (Model 1807):

Surface System Aggregator Firmware (v233.2102.1.0) improves system stability.

Surface Book:

Surface Embedded Controller Firmware (v90.2098.256.0) improves system stability.

Surface Integration (v1.1.339.1) improves battery reliability.

Updates for Surface Book and Surface Pro 4 - April 5th 2017

Today we’ve released updated drivers for Surface Book and Surface Pro 4. These include new driver updates for the Surface System Aggregator, Surface Integration, and the Intel(R) Precise Touch Device on Surface Book with the Windows 10 Creators Update installed, and Surface System Aggregator, Surface Integration, and the Intel (R) Precise Touch Device on Surface Pro 4 with the Windows 10 Creators Update installed. These updates resolve screen brightness issues when the device comes out of sleep, provide improvement to system stability, and adjust system hibernation defaults.
