Windows 10: Unable to change 'Diagnostic Data' value under 'Diagnostics and Feedback' in Privacy settings.

I recently tried to apply for the Windows Insider program to get preview builds. The settings app then prompted me to set the Diagnostic Data option to 'Full' in order to receive preview builds. When I go to the Diagnostic Data tab, the options to change the value to either Basic or Full are blocked, and I even tried to change them using the Registry Editor. I changed the "Allow Telemetry" value to 3. 3 being the value for Full, 2 for Enhanced, and 1 for Basic. When I change the value and go back to the settings application, the options are no longer greyed out. I can change them, but only briefly, because when I exit the Diagnostic Data' tab and return to it, the option is set back to Basic. I have the 'Feedback Frequency' on 'Automatic Recommended'. I own a Dell Inspiron 3595 laptop and have the x64 bit version of Windows 10 Home edition. Can anyone help?

Feedback & Diagnostics Settings

I was running the Windows 10 Troubleshooter and afterwards I was going to give some feedback but when the page went to the Feedback & Diagnostics page the error message (shown in red) "Some settings are hidden or managed by your organization" was at the
top of the page and my options to change my settings were greyed out. I had this problem previously but for the life of me I can't remember how I fixed it. I've Googled everything I can but nothing has helped. I'm running Windows 10 Home so gpedit.msc isn't
an option. I do have iolo System Mechanic running on my PC and laptop so it may have made some changes to both but I'm unsure how to undo those changes to see if that helps. Any suggestions on how to reset these settings in the Privacy/Feedback & Diagnostic
settings would be greatly appreciated!!! Thanks!!!

 

Can't change value for Diagnostic and usage data

Hi! I discovered I'm not picking up Microsoft Reward Points since my Privacy settings were incorrect.

I went to 'Diagnostic and usage data' and found it was set to 'Basic'. Unfortunately the field is greyed out, and I am unable to change it to another option.

Does anyone know how to fix this?
