    In a nutshell: I am trying to get my laptop to be comfortable with Windows 10 v 1903. What I mean by this is: This machine was preloaded with Vista, but I have progressively upgraded it, eventually to Windows 10 1903 and it was running quite nicely for about a week. And then a Windows update came through and trashed the whole thing. For example, it can take as long as 15 minutes to load and execute an app like control panel. (This is actual timing, not hyperbole)

    So I took out the hard drive, installed it temporarily in a desktop and cleaned it and replaced it. Then I used the Media Creation tool to make a flash drive and tried to do a clean install. The install runs through to what seems to be near the end and then hangs with a "We Couldn't complete your update …." message and offers the choice of trying again or skipping "for now".

    Trying again simply goes around back to the same error message. Skipping continues installing until it gets to the next "We Couldn't complete your update …." message. I noticed that one was labelled "OOBEREGION" and another "OOBEKEYBOARD". And while the upgrade is running the machine won't react to any keyboard or mouse action. If I switch it off on the power button and then on again it goes right back to where it was with the install.

    Eventually, just to change the dynamics and see what would happen, I switched off the power, removed the flash drive and switched on again. The machine booted from the hard drive (which is what made me think the install process had gone a long way) and hung on a new message: "Something went wrong ……" "But we think an update might fix things - either use WiFi or an ethernet cable, go to the Internet, and the update will happen automatically. I was presented with a list of available networks and I selected mine but the system got lost trying to establish WiFi requirements and when I plugged in an ethernet cable it didn't react at all. Judging by the lights on the router it didn't even notice the connection.

    At one point (only once) in the repetition I have described I got to select my language and keyboard type and then up came a message to the effect "We are now going to do some serious setup". And then it went back to the old "We Couldn't complete your update …." routine.


    Bottom line: I actually had the machine running on Win 10 v1903, so it seems to me it must be inherently capable. When I tried the new install, the hard drive sure didn't have any leftover garbage because it was freshly cleaned. So what could be the problem? Googling suggests that such problems are often caused by an old BIOS or graphics driver, but I have found it impossible to get any information off the HP web site. It basically doesn't even recognize my serial number!


    What I was able to find out is that HP has not tested this model for Windows 10 and so has not released a BIOS (or, presumably, a graphics driver) that is specific to Windows 10, but I was hoping to find one that is at least newer than the one I have. (BTW, I have f.32 (11/20/2008)


    So, if anyone has some resources (or knowledge) that might help I will be extremely grateful to hear about it. Or if anyone can suggest whatever else might not be acceptable about this computer, that would also be great!

    1. Why are all of the links that you listed not completed. On my computer currently it has Windows 10 Home Version 1803, installed 6/29/2018 with O.S. Build 17134.799. It has used space of 187 GB and 257 GB of free space.

    I attempted to install Version 1903 Manually, through Settings/Windows Update, Windows 10 Update Assistant, and other ways without success. I have spent the better part of the past 3 days trying to get this accomplished on my laptop. It has worked on my
    PC but not on the laptop.

    Listed below are the different error messages that I get after the download stops each time at 90% and converts back to previous settings:

    a. Windows 10, Version 1903 error message (0x80240034)

    b. We couldn't install this update, but you can try again (0x800703fb)

    c. We couldn't install this update, but you can try again (0xC1900101 - 0x4000D)

    d. Feature update to Windows 10, Version 1903, We couldn't install this update, but you can try again (0x80070652)

    If there are ways to get this latest update installed on my laptop, please let me know what I have to do in detail, step by step.

    Windows 10 Tweaks

    Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

    Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

    • Open a new Explorer window.
    • Click View in the ribbon.
    • Click Options.
    • Under General, next to “Open File Explorer to:” choose “This PC.”
    • Click OK

    As far as Wifi any chance it is Qualcom inside USB adapter, if Qualcom then yes known issue.


    I might create another user (Local) and when if try again see if this issue occurs on both users.

    Would also suggest you run the first 5 steps in this tutorial to see if you have any corruption with current build.
