Windows 10: Why is my dwm.exe taking up 50% of the GPU on my Surface Book 2?

I regularly get these weird spikes where 50% of my gpu is getting hogged by the dwm.exe and the rest is getting hogged by firefox or chrome. It's bizarre. It's so bad I can barely use my computer. This thing is supposed to be snappy but it's just giving me a ton of trouble! Any clues on what the issue might be?

I have admittedly patched my computer so that I can load 3rd party themes, which is not supported behavior by MS but that shouldn't be causing this, as this is just a registry hack and doesn't add any additional processes to the programs. So yeah? what's the issue? How can I further explore or diagnose this issue? Is it possible to somehow parse dwm.exe and see what is making it chug so much?

New Update for Surface Book 2 on Windows 10 April 2018 v1803 - May 9

We’ve released a new update for Surface Book 2 devices with Windows 10 Version 1803 and above. This update includes a new driver for Surface Integration that improves hibernation on Windows 10 April 2018 Update.

Updates for Surface Pro and Surface Book - Feb. 13

We've released new driver and firmware updates for Surface Pro (Model 1796), Surface Pro with LTE Advanced (Model 1807) and Surface Book devices with Windows 10 Version 1703 (Creators Update) or above. On Surface Pro and Surface Pro with LTE Advanced devices these updates include new Surface System Aggregator firmware. On Surface Book devices these updates include new drivers for Surface Integration and Surface Embedded Controller Firmware.These updates improve system stability and on Surface Book devices provide improved battery reliability.

These updates are available currently via Windows Update only and will be announced separately when made available from the Microsoft Download Center.

Surface Pro (Model 1796):

Surface System Aggregator Firmware (v233.2099.256.0) improves system stability.

Surface Pro with LTE Advanced (Model 1807):
