    The below Group Policy setting is set to disabled, which means that the 'Real-Time Protection' setting in the Windows Security app should be set to 'On' and greyed out to prevent the user from disabling it.

    Computer Configuration > Administrative Templates > Windows Components > Windows Defender Antivirus > Real-time Protection > Turn off real-time protection [Set to Disabled]

    The 1909 update appears to have introduced a bug: After updating to Windows 1909 (18363.476), the Microsoft Defender 'Real-Time Protection' setting in the 'Windows Security' app was no longer greyed out as per the Group Policy setting, even with Tamper Protection set to Off.

    After manually toggling the Group Policy setting to Enabled and back to Disabled, the setting then correctly greyed out. However, as soon as Tamper Protection is enabled, the setting goes back to not being greyed out, whereas it should still be greyed out as per the Group Policy setting that's already set (screenshots below).

    Thankfully we can enforce Defender’s Group Policy settings without using the Group Policy Editor, and without merging a downloaded REG file
    – and the alternative is amazingly quick and easy. I’m going to recommend against disabling Defender with the DisableAntiSpyware DWORD, because I’m seeing some really bizarre behavior when I use a REG command for this in Version 1709.
    On the other hand, there doesn’t seem to be any problem at all with turning Defender’s real-time protection on or off with these REG commands:

    Click on the Start button and select Windows Powershell (Admin) and then copy, paste, and enter the command:

    Turn off Windows Defender’s real-time protection:

    REG ADD "HKLM\SOFTWARE\Policies\Microsoft\Windows Defender\Real-Time Protection" /v DisableRealtimeMonitoring /t REG_DWORD /d 1 /f

    Turn on Windows Defender’s real-time protection:

    REG DELETE "HKLM\SOFTWARE\Policies\Microsoft\Windows Defender\Real-Time Protection" /v DisableRealtimeMonitoring

    Cant turn on real time protection

    I’m not sure what’s going on there, but you might want to run some scans in order to make sure that malware hasn’t assumed the role of administrator and turned off Defender’s real-time protection with Group Policy:
