Windows 10: Windows 10 pro with Build 1803 - Error Updating to 1903 - Error 0x80070003

I have been working for about a day trying to get my computer to update to Windows 10, 1903. I keep getting the error 0x80070003


Tried the following

- Ran Windows Update Troubleshooter

- Ran reset-windowsupdate.ps1 through Powershell

- Ran DISM.exe /Online /Cleanup-image /Restorehealth - no errors

- Ran sfc /scannow - no errors

- Ran Windows Update directly through Microsoft and it goes through most of the process and just give a pop-up box that says installation failed

- Ran Media Creation Tool - Same thing - goes through the entire process and just has a box that pops up and says installation failed

- No AVG running only Windows Defender and I turned that off termporarily

- Disconnected all peripherals

- 94GB free on C drive

- Running 64-bit Windows 10 version 1803

- Date and time is correct

I suggest you to follow the steps given in the link below and check if it helps you. Select Windows 8.1 from the Product list.

Windows Update Error 0x80070003 on KB4022715 and KB3186568.


Hi, I'm getting error 0x80070003 on the cumulative and .NET updates for this month (KB4022715 and KB3186568). I'm using Windows 1607 (14393.1198). My system is not compatible with the Creators update.

I've tried many different things, all have failed. Things I've tried:

• SFC /scannow and DISM
• Windows Update Troubleshooter
• Manually downloading the updates
• The first 4 steps on "Fix Windows Update Errors": https://support.microsoft.com/en-us/help/10164/fix-windows-update-errors
• Copying registry from RegBack to config folder
• Creating another user account and trying the update from there.
• Several different methods of resetting Windows Update including stopping services, clearing SoftwareDistribution folder, re-registering DLLs, deleting qmgr files, renaming catroot2 folder, restarting services, etc.
• Several batch files made for the error on Win 7 systems. Windows Update - Reset - Windows 7 Help Forums
• Resetting Win Update components (from Microsoft) https://support.microsoft.com/en-us/help/971058/how-do-i-reset-windows-update-components I got errors while re-registering about 1/4th of the DLL files. (Even after SFC works).
• Reset_Reregister_Windows_Update_Components.bat Reset Windows Update in Windows 10 Windows 10 Windows Update Activation Tutorials Tried several times. Finally finished with alot of access denied and other errors.

I have a copy of my system in a VirtualBox VM. I'm willing to try about anything on that. Keep in mind that it takes me about 2 hours to try a single method out in the VM. I will try any fixes in the VM before trying them on my real system anyway. I know the VM uses different drivers.

Windows update 1803 is failing with error (0x80070003)

Any suggestions would be appreciated. I am trying to avoid doing a clean install as I have a fair few open source type programs that have taken substantial effort to set up and I don't if I will be able to get them working again if I need to reinstall.

I've tried the following:

- updating with avast uninstalled - same error

- running update troubleshooter

- tells me there are updates pending (well yes, update 1803 wont install so of course it is pending)

running sfc /scannow - 100% complete - did not find any integrity violations

running DISM.exe /online/cleanupimage/restore health - no problems found

downloaded and applied SSU 4485448 for windows 10 1709

stopping and restarting wuauserv, cryptsvc, bits, msiserver

renaming c:window\softwaredistribution and \system32\catroot2



tried updating for both 1803 and 1809, but fails during setup with message "Sorry, We're having trouble determining if your PC can run Windows 10. Please close setup and try again" (with avast disabled)

tried using the media creation tool to update in place. same message during windows 10 setup:

"Sorry, We're having trouble determining if your PC can run Windows 10. Please close setup and try again"

tried using media creation tool to create an ISO file, applying both connected and disconnected from the internet, with avast disabled, same error message both times:

"Sorry, We're having trouble determining if your PC can run Windows 10. Please close setup and try again"
