Windows 10: Windows Update Error 0x80070003

Every update that's failed to install in the past two weeks on my computer with a new, fresh install of Windows 10 Version 1903 has failed to install with an error code of 0x80070003.


This includes:

• 2019-10 Cumulative Update for Windows 10 Version 1903 for x64-based Systems (KB4517389) (five times)
• Update for Windows (KB4517389) (same as above only offline installer)
• 2019-10 Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 10 Version 1903 for x64 (KB4524100) (three times)

In particular, even when only installing KB4517389, the update will only get to 7%, reboot, and immediately uninstall with no explanation why.


The troubleshooter completed "successfully," but did not help.

DISM and SFC found no problems.

Deleting the updates and re-acquiring them did not help.


So I'm kinda stuck. The Cumulative Updates keep attempting to install, downloading and restarting my computer periodically, and it's really annoying. I don't want to disable Windows Updates, which I know is an option. I want it to work.

I suggest you to follow the steps given in the link below and check if it helps you. Select Windows 8.1 from the Product list.

Windows Update Error 0x80070003 on KB4022715 and KB3186568.


Hi, I'm getting error 0x80070003 on the cumulative and .NET updates for this month (KB4022715 and KB3186568). I'm using Windows 1607 (14393.1198). My system is not compatible with the Creators update.

I've tried many different things, all have failed. Things I've tried:

• SFC /scannow and DISM
• Windows Update Troubleshooter
• Manually downloading the updates
• The first 4 steps on "Fix Windows Update Errors": https://support.microsoft.com/en-us/help/10164/fix-windows-update-errors
• Copying registry from RegBack to config folder
• Creating another user account and trying the update from there.
• Several different methods of resetting Windows Update including stopping services, clearing SoftwareDistribution folder, re-registering DLLs, deleting qmgr files, renaming catroot2 folder, restarting services, etc.
• Several batch files made for the error on Win 7 systems. Windows Update - Reset - Windows 7 Help Forums
• Resetting Win Update components (from Microsoft) https://support.microsoft.com/en-us/help/971058/how-do-i-reset-windows-update-components I got errors while re-registering about 1/4th of the DLL files. (Even after SFC works).
• Reset_Reregister_Windows_Update_Components.bat Reset Windows Update in Windows 10 Windows 10 Windows Update Activation Tutorials Tried several times. Finally finished with alot of access denied and other errors.

I have a copy of my system in a VirtualBox VM. I'm willing to try about anything on that. Keep in mind that it takes me about 2 hours to try a single method out in the VM. I will try any fixes in the VM before trying them on my real system anyway. I know the VM uses different drivers.

I'm really not looking to re-install or repair Windows. I understand that may be my only option later on.

• Is there a specific file where you getting the error?
• Have you tried any troubleshooting steps prior to the issue?

Error code 0x80070003, occurs when some files in the Windows Update are missing even though the update is downloaded and extracted successfully. In the meantime, you can run the

Windows Update Troubleshooter.
