Installation error 1722 failed to add port monitor HP discovery

Bought a new PC with Windows 10 already installed, but have not been able to install a printer in the couple of weeks that I've had it. The print spooler will not start will not start manually or automatically when I try to get it going from the Admin account. Every attempt to install the (HP) printer software ends with Error Code 1722 (Failed to add port monitor to HP discovery port monitor). When I try to start the print spooler, I'm getting error 0x800706b9 (Not enough resources are available to complete this operation). When attempting to check Windows 10 updates, I get error 0x80080005. I'm not sure if I have an issue with my registry or what is going on with this brand new PC and Printer.

    :)

Installation error 1722 failed to add port monitor HP discovery

Hi and welcome to Tenforums! *Smile

Error 0x80080005 can indicate a problem with the Store and/or Windows Update.
Please try opening the Store app and see if you can install and/or update any apps.
Then open Windows Update and see if you get any errors when trying to check for updates.

Open an administrative command prompt (right-click the start button) and run sfc /scannow to check for system file errors. We're looking for "no integrity violations found" upon completion. If you get a result that Windows has found and repaired errors, or can not repair the errors, reboot and run it again - for a total of at least 3 times.

Once you get the all-clear, please disable your antivirus, and try installing the software again.
If you can't get a clean bill of health from the sfc scan, please type the following in the command prompt box:

This will place a file on your desktop called sfcdetails.txt. Upload that here and we'll have a look at it for you.

If it still doesn't install, please try a clean boot, and install with the antivirus turned off.

Please identify your printer, and advise if you're connecting via USB, ethernet or wifi; also, which antivirus you have installed.

Report back and we'll go from there. *Smile

Thank you! Here are the results of your requests:

I am unable to open the store app. When attempting to open, I receive error: 0x801901F7

I am unable to get any updates through Windows Update. Previously, this is where I received error 0x80080005, but now it just hangs and I finally had to restart the PC.

sfc /scannow resulted in the following: Windows Resource Protection did not find any integrity violations.

I disabled my antivirus and attempted to install the printer software again with the same result - I see graphical progress of installation on the HP installer and then it self-aborts.

I performed the clean boot and tried to install again with antivirus disabled and with same results as the above.

I am attempting to install an HP Envy 7640 printer, connected via wifi.

I am using antivirus through my internet provider - Charter Cable. The Charter security suite is labeled as "Protection by F-Secure"

I am attempting to install this printer on a PC I bought with Windows 10 pre-loaded as the OS (HP Envy 750-114)

    Thanks for your help!

    No problem...
Are you having any other problems with the system?
Did you uninstall whatever antivirus came with the system before you installed F-Secure?

Please check the date and time in your system, making sure you're also in the correct time zone.

Please uninstall F-Secure by Charter, and let the system use Windows Defender for now.
Open Defender and see if you can update the virus definitions from within the program (and not through Windows Update).

    Please install the following programs:

    Malwarebytes AntiMalware Free
    Malwarebytes AntiExploit Free

The anti-exploit will run actively to protect your browsing, while the anti-malware is manual, and this combination will not interfere with Defender.

Verify the Store is still not functioning.

Now, let's try re-registering the Store:

I have noticed no other issues. Internet is fine, wifi is fine, Office 2010 is fine. I am just not able to add any printer, which is
    really an issue.

I have confirmed date/time/timezone and all is correct.

Other antivirus was removed when I set up F-Secure. F-Secure has now been uninstalled and I am using Windows Defender as well as the Malwarebytes products. I previously had Malwarebytes downloaded and installed when I first set up this PC to help get rid of some of the malware/bloatware that came on the PC. I had deleted it when trying to troubleshoot this issue, thinking that perhaps they were one of the issues. Malwarebytes is now back in place.

The store is still not functioning. I attempted to access it before re-registering and also after re-registering and got the same result both before and after. The message is "Try that again. Something Happened on our end. Waiting a bit might help." with the same error code: 0x801901F7.

Windows Defender is not able to update the virus definition stating that there was an internet or network connectivity problem.

Here are the results of the command prompt:

Deployment Image Servicing and Management tool
    Version: 10.0.10240.16384

    Image Version: 10.0.10240.16384

    No component store corruption detected.
    The operation completed successfully.

    Thank you.

I’m sorry, but something is broken, which is not easily fixed. The reason you can’t get your printer installed is due to problems within the operating system which need to be resolved. Either you’ve got a bad image on the system, (yes, I’ve seen this happen), or something happened when removing the bloatware. (My suggestion would be to do a repair install using the in-place upgrade procedure #3 below.)

    We have the following options:

    • Use the OEM Recovery Partition to put the system back to the way it was on the day you bought it. This will also reinstall all the HP bloatware. (Please note that removing the bloatware may end up putting you in the same situation you are in now.)
    • Perform a system reset. This will remove all programs you have installed, and your user files. I am not confident this will resolve the problem, but you could try it first.
      System Reset – Option #2
      Reset Windows 10
    • Perform a repair install by doing an in-place upgrade.

Because this is an OEM OS install, the in-place upgrade would be the best solution, as it will retain your unique HP drivers. It will also retain your user files, but will remove any software that you have installed.

Before you continue, please be sure you have your Office key code saved, and the codes for any other “paid” software which will need to be reinstalled later. It is also a good idea to have your personal files backed up, just in case.

Remove all external devices from your system except monitor, keyboard and mouse. Open Malwarebytes Antimalware, update the virus definitions, and run a custom scan, selecting your drive C (system drive), so the entire drive is scanned. This is probably not necessary, but we need to be sure the system is virus-free before performing the in-place upgrade, because any existing infections would be carried over.

Download the W10 ISO from MS TechBench (Option #1). Be sure to get the same version as you currently have on the system (Windows 10 Home or Pro, x86 or x64).

Save the ISO to your desktop.
Right-click the ISO to mount it.
Select (double-click) setup.exe to run it.
Follow the instructions in the tutorial, or watch the video, in the link below.
    Stop at step #22.

Repair Install Windows 10 with an In-Place Upgrade
Repair Install Windows 10 with an In-place Upgrade

Once this is complete, run sfc /scannow again, and then dism /online/ cleanup-image /checkhealth again, both from an administrative command prompt.

Assuming both come up clean, the first thing you want to do now, before you do anything else, is try installing the HP Envy e-all-in-one full feature software and drivers.

Good luck, and let us know how it goes.
