Windows 10: Set Wireless Network as Metered or Non-Metered in Windows 10

As I mentioned in my previous post, this settings is being ignored in 14291. I have tried my WiFi set to metered using Settings, Registry (DefaultMediaCost) WiFi=2, and command prompt (netsh wlan set profileparameter name="network_ssid_here" cost=Fixed). I have restarted after each change. When new updates are found they download immediately. I no longer get the metered connection notice or the Download button. Hopefully this is just a temporary anomaly with 14291. For me this is an important setting, because I use it to "control" Windows Update.

Please post screenshots showing the command prompt with the results from OPTION TWO, and your registry setting for this to see what may be wrong.

It was successfully update into cost=Fixed but in registry editor doesn't change into 2 or when I was restart. or else I'll change it manually..

What are you trying to take ownership of?

If Control Panel, then you shouldn't even try since it could cause issues.

is there a way to actually know what constitutes as "data usage"?

i have an app called Desktopinfo Glenn's Eclectic Freeware , that simply is just to report local device info on the desktop, and it sometimes will show a large amount of data within "data usage", sometimes from 1-3GB within <=30day period.
