Windows 10: How do I truly disable syncing settings?

Despite disabling everything in account settings and unlinking onedrive, no matter what when I do a fresh install of Windows 10 and log in with my account, it still changes the wallpaper and themes. I have no other computers atm which I am logged into/linked with, why is this happening and how do I disable it for good?

Notice I am using a live id account- a MS account- and email address- not a local account.

What sort of account are you logging in with?

That relates to the second yellow message.

The first, as you perhaps know, refers to relevant group policy settings being applied. ('your organisation').

You haven't said if you're using Home or Pro explicitly, but have referred to using group policies. I would suggest you look through those that are configured - using this filter will help:



and look for ones that apply here and set them to default.

Sync settings-Delete personal Settings from the Cloud?

Does that mean that even if Syncing is switched off in Account settings the Edge Favorites/Reading Lists will still be synced to the cloud.
Also, Ive noticed that I don't have an option anymore to turn off Internet Explorer favorites Syncing under Account/Sync Your Settings. Internet Explorer used to be listed there and Syncing could be turned on and off with a toggle.
There are times when cloud data corruption can mess up Syncing your favorites lists in Edge and Internet Explorer (duplicate entries etc) so you would need to stop them automatically syncing back to your account by disabling Syncing initially while you sorted your favorites out and turning syncing back on again.
How do you do that firstly in the Edge browser and also in Internet Exporer if required?

 

Sync My Settings Not Syncing

I had a problem previously related to my sync setting being greyed out. Now i have my 2 pcs logged in with a online Microsoft account, all the sync settings are turned on with both pc's. Still it does not seem to be syncing. Any suggestions guys?
